He served as Solicitor General of the province of Upper Canada from 1830 to 1834, and as the eighth mayor of Hamilton, Ontario from 1834 to 1836. Early years Clay was born in 1792 in the small community of Perth, near the town of Lindsay in Renfrewshire, Scotland. He was the son of William Clay and his wife, Margaret Harkness, who was also of Scottish origin. He studied at King's College, Cambridge in Scotland. Clay emigrated to Upper Canada in 1819 to pursue his legal career. He joined the bar and was assigned to practice in the law courts at Hamilton. Legal career Clay was called to the bar in 1821, and practiced his profession in partnership with William Allan as the firm of Clay and Allan. Political career Clay was first elected to the 1st Parliament of the Province of Canada in 1830, representing the riding of North Riding. In 1830, he was appointed solicitor general in the province, and served in this role until 1834. In 1834, he was elected to the 2nd Parliament of the Province of Canada as a member of the Legislative Assembly of the Province of Canada, representing the riding of Flamborough. In 1835, he was appointed solicitor general of the province once more, serving in this role until 1837. Clay was elected mayor of Hamilton in the October 1834 municipal elections.
